Summary
David divides the priests — all descendants of Aaron through Eleazar and Ithamar — into 24 divisions assigned by lot. Each division would serve at the temple for one week at a time on a rotating schedule. Since the sons of Eleazar were more numerous, they received 16 divisions and Ithamar's line received 8. The use of lots ensured that no human favoritism determined the assignments; God's providence guided the distribution. The Levitical family heads also cast lots for their corresponding assignments.

Context & background
The 24 priestly divisions established here became the permanent rotational system for temple service. By New Testament times, these same divisions still functioned. Luke 1:5 tells us that Zechariah — the father of John the Baptist — was "of the division of Abijah," which is the eighth division listed here (v. 10). He was serving his week at the temple when the angel Gabriel appeared to him. This organizational system, established by David, was still operating nearly a thousand years later. The lots were likely the Urim and Thummim or similar sacred objects used to discern God's will without human bias.
