Summary
Zechariah contrasts Yahweh, the giver of rain and the true Shepherd, with worthless idols and false shepherds who have left the people scattered and oppressed. God promises to visit his flock with mercy, to raise up strong leaders from Judah, and to gather both the southern kingdom (Judah) and the northern kingdom (Joseph/Ephraim) from exile. The chapter ends with a fresh exodus image: God making a way through the sea, breaking the pride of Assyria and Egypt, and strengthening his people to walk in his name.

Context & background
After the return from Babylon (modern central Iraq), the small Jewish community lived under Persian rule with the northern tribes still scattered. Zechariah's later oracles take on an apocalyptic tone, looking past the immediate restoration to a fuller Messianic gathering. Egypt and Assyria (modern northern Iraq/Syria) here function as symbols of every land of exile, and Gilead and Lebanon (modern Jordan and Lebanon) represent the broader Promised Land into which God will resettle his people. Verse 4's "cornerstone" and "nail" (a tent peg that bears weight) are Messianic titles applied to leaders who come from Judah's own line, ultimately fulfilled in Christ.
