The Arrangement of the Camp

Yahweh spoke to Moses and to Aaron, saying,
2"The children of Israel shall encamp every man by his own standard, with the banners of their fathers' houses. They shall encamp around the Tent of Meeting, far away from it.
3Those who encamp on the east side toward the sunrise shall be of the standard of the camp of Judah, according to their divisions. The prince of the children of Judah: Nahshon the son of Amminadab.
4His division, and those who were numbered of them: seventy-four thousand six hundred.
5Those who encamp next to him shall be the tribe of Issachar. The prince of the children of Issachar: Nethanel the son of Zuar.
6His division, and those who were numbered of it: fifty-four thousand four hundred.
7Then the tribe of Zebulun. The prince of the children of Zebulun: Eliab the son of Helon.
8His division, and those who were numbered of it: fifty-seven thousand four hundred.
9All who were numbered of the camp of Judah: one hundred eighty-six thousand four hundred, according to their divisions. They shall set out first.
10On the south side shall be the standard of the camp of Reuben according to their divisions. The prince of the children of Reuben: Elizur the son of Shedeur.
11His division, and those who were numbered of it: forty-six thousand five hundred.
12Those who encamp next to him shall be the tribe of Simeon. The prince of the children of Simeon: Shelumiel the son of Zurishaddai.
13His division, and those who were numbered of them: fifty-nine thousand three hundred.
14Then the tribe of Gad. The prince of the children of Gad: Eliasaph the son of Reuel.
15His division, and those who were numbered of them: forty-five thousand six hundred fifty.
16All who were numbered of the camp of Reuben: one hundred fifty-one thousand four hundred fifty, according to their divisions. They shall set out second.
17Then the Tent of Meeting shall set out, with the camp of the Levites, in the middle of the camps. As they encamp, so they shall set out, every man in his place, by their standards.
18On the west side shall be the standard of the camp of Ephraim according to their divisions. The prince of the children of Ephraim: Elishama the son of Ammihud.
19His division, and those who were numbered of them: forty thousand five hundred.
20Next to him shall be the tribe of Manasseh. The prince of the children of Manasseh: Gamaliel the son of Pedahzur.
21His division, and those who were numbered of them: thirty-two thousand two hundred.
22Then the tribe of Benjamin. The prince of the children of Benjamin: Abidan the son of Gideoni.
23His division, and those who were numbered of them: thirty-five thousand four hundred.
24All who were numbered of the camp of Ephraim: one hundred eight thousand one hundred, according to their divisions. They shall set out third.
25On the north side shall be the standard of the camp of Dan according to their divisions. The prince of the children of Dan: Ahiezer the son of Ammishaddai.
26His division, and those who were numbered of them: sixty-two thousand seven hundred.
27Those who encamp next to him shall be the tribe of Asher. The prince of the children of Asher: Pagiel the son of Ocran.
28His division, and those who were numbered of them: forty-one thousand five hundred.
29Then the tribe of Naphtali. The prince of the children of Naphtali: Ahira the son of Enan.
30His division, and those who were numbered of them: fifty-three thousand four hundred.
31All who were numbered of the camp of Dan: one hundred fifty-seven thousand six hundred. They shall set out last by their standards."
32These are those who were numbered of the children of Israel by their fathers' houses. All who were numbered of the camps according to their divisions were six hundred three thousand five hundred fifty.
33But the Levites were not numbered among the children of Israel, as Yahweh commanded Moses.
34Thus the children of Israel did. According to all that Yahweh commanded Moses, so they encamped by their standards, and so they set out, each one after their families, according to their fathers' houses.

Summary

God gives detailed instructions for how Israel is to arrange its camp around the Tabernacle. Each tribe is assigned a specific position — east, south, west, or north — grouped into four divisions of three tribes each. Judah leads on the east, the Tabernacle remains at the center with the Levites around it, and the entire arrangement reflects a sacred order with God dwelling at the center of his people.

Context & background

This chapter describes the layout of the Israelite camp in the Sinai Peninsula (modern Egypt), where Israel was stationed at the foot of Mount Sinai before beginning their march. The Tabernacle at the center was a visual and theological statement: Yahweh dwells among his people and is the center of their national life. The four-directional encampment of three tribes on each side (with Levi around the Tabernacle) created a camp of roughly 2-3 million people arranged in organized divisions. The marching order given here would carry the people from Sinai northward through the Negev wilderness (modern southern Israel) toward the Promised Land of Canaan.
